Document RHODS-2856:

As an admin, I need to be able to
(a) opt in/out of user interaction tracking during the initial install <-- Not required
(b) opt in/out of user interaction tracking after the initial install.
(c) clearly understand what I am opting into/out of when I use the above option

The setting should determine whether we capture user interaction tracking data for the cluster.

This issue or the PVC default size issue should also add a note about the Settings section to the UI overview.
