Quick starts for the components need to be available to the dashboard. I believe the discussion conclude with forking the console.openshift.io consolequickstarts and creating a new group for the odh quick starts.

These quick starts need to be installed so that the dashboard can retrieve them and launch the appropriate quick start on demand.
