Description of problem:

RHODS deployment Failed with unreleased osd

Prerequisites (if any, like setup, operators/versions):

Steps to Reproduce

1.  create cluster and install rhods using catalog source 

Actual results:

Few pods were observed in Error state and CrashLoopBackOff

Expected results:

Installation should be successful and all the pod should be up and running 

Reproducibility (Always/Intermittent/Only Once):   

Always (3/3)

OSD : 4.10.0-fc.2-candidate
