Description of problem:

There is a downtime of 2 minutes due to Jupyterhub during the upgrade

Steps to Reproduce

1. Upgrade RHODS

Actual results:

We found that during RHODS upgrades that Jupyterhub containers in the new pods aren't running before the old pods are terminated. That may the reason for the downtime of two minutes that we have found.

Expected results:

There is no downtime
