Quick start links disappeared from RHODS Enabled page for some applications

      Quick start links did not display for enabled applications:: For some applications, the *Open quick start* link failed to display on the application's card on the *Enabled* page. As a result, users did not have direct access to the quick start tour for the relevant application.

    Description

      Description of problem:

      For some applications the "Open quick start" link is not present anymore in the Application card from "Enabled" section. It may be related to the changes applied in https://issues.redhat.com/browse/RHODS-2212 (pr: https://github.com/red-hat-data-services/odh-dashboard/pull/168/files )

       

      Anaconda CE and OpenVINO are two examples, but there might be more applications with the same error.

       

      Prerequisites (if any, like setup, operators/versions):

      Steps to Reproduce

      1. Go To RHODS > Dashboard
      2. Install apps (e.g., anaconda)
      3. click on the Kebab menu 
      4. check if the "Open quick start" link is present

      Actual results:

      the "Open quick start" is not present for all the application

      Expected results:

      the "Open quick start" must be present for any application installed
