The odh-s2i-thoth base image is fixed because if we let it move to python-38 latest the assemble script fails on a patch operation.

The version was fixed here as a stopgap, but we should repair the assemble script to work with the latest.

Update image from registry.redhat.io/ubi8/python-38:1-71 to registry.redhat.io/ubi8/python-38:latest
