As a DS user, I need to be able to configure notebook server environments with desired GPU resources, so I can improve performance for compute-intensive operations like model training.

This is a follow on story to ~~RHODS-241~~. The scope is to implement list of GPUs available for cluster that can be used to populate UI list for user selection.
