PVC size is not increased to 20GB if PVC already present before RHODS 1.3 is installed

      Description of problem:

      In RHODS 1.3 we have increased the default PVC size to be 20GB. However, if a PVC for a user is already present before RHODS 1.3 is installed, it will stay at the old capacity (2GB).

      Prerequisites (if any, like setup, operators/versions):

      Cluster where RHODS has been installed at a version < 1.3; a user must've logged in and spawned a JL server, thus binding to a PVC.

      Steps to Reproduce

      1. Obtain cluster where a PVC for a user has already been created (at 2GB)
      2. Update to RHODS 1.3
      3. Spawn server with the same user
      4. PVC is still 2GB instead of 20

      Actual results:

      PVC is stuck at 2GB if created before RHODS 1.3 was installed

      Expected results:

      PVC size should increase to 20GB

      Reproducibility (Always/Intermittent/Only Once):

      always

      Build Details:

      RHODS 1.3 on OCP 4.9

      Workaround:

      Deleting the old PVC (eventually backing up data) and spawning a new server triggers the change to 20GB
