Description of problem:
We are unable to run rhods-smoke or rhods-sanity . installation fails to start.
We believe the problem is that OpenShift is unable to download the image
It's possible this bug is related to RHODS-2186
Reproducibility (Always/Intermittent/Only Once):
We have reproduced it in 2 OSD stage clusters
