We need to stay updated on versions in our OOTB NB images, including Python version.

This story is to review & update versions in OOTB NB images. 

The scope of this epic is to update components in the following images:

• Minimal Python
• Standard Data Science
• TensorFlow
• PyTorch

Note: we should review all package versions in OOTB NB images as part of this story because we'd like to update the images on a quarterly basis.

Note to QE : From the Release Planning forum : This would be heavy work for QE. Need to validate all of the requirements, combinations from a CX usage and experience pov. Would need to automate the logic/tests so that this can run across releases of RHODS and NB images.
