The JupyterLab interface in RHODS currently has an access point to the manage dependencies feature. While the feature provides utility for DS users, we need to disable it (at least in the near term) because the feature is not a productized/supported service and there could be some security implications.

Aspects of this story:

• disable access points to feature in the UI
• Ensure any communications to Operate First are disabled
