Error 504 when starting an OpenVINO JL notebook

      Description of problem:

      Sometimes, after a new JL notebook has been spawned, the user is notified with an error message which says: 

      "Error Starting Kernel
      Invalid response: 504 Gateway Time-out"

      When you click on the "OK" button, it asks you to select a kernel.

      Prerequisites (if any, like setup, operators/versions):

      install RHODS

      install OpenVINO

      Steps to Reproduce

      1. spawn a jupyter lab server using OpenVINO image
      2. create two notebooks
      3. save them
      4. stop the JL server
      5. spawn again a jupyter lab server using OpenVINO image
      6. wait a couple of minutes to see the error message       

      Actual results:

      "Error Starting Kernel
      Invalid response: 504 Gateway Time-out"

      Expected results:

      no errors

      Always

      Workaround:

      Additional info:

      1. it seems to happen when there are multiple jupyter notebook files opened from previous sessions. 
      2. I checked on other notebook images like tensorflow or SDS without hitting it. Hence, I targeted this bug to OpenVINO image
