RHODS addon not installing in production OSD

      RHODS is not installing via the addon flow in production OSD. The subscription is failing with the following error.

        conditions:

      status: 'False'
      type: CatalogSourcesUnhealthy
    - message: >-
        constraints not satisfiable: no operators found in package
        rhods-operator in the catalog referenced by subscription
        addon-managed-odh, subscription addon-managed-odh exists
      reason: ConstraintsNotSatisfiable

      egranger has also replicated the issue in a production OSD cluster. We are currently engaged with MTSRE to determine the cause and fix for this.

      The fix will not require any code chagnes to core RHODS components, but may require updates to files in managed-tenants or managed-tenants-bundles
