The OSD e2e test suite has been failing since September 1st.  

A couple of possible reasons: 

1) VPC limit reached which will kill future installs  (possible that the test suite isn't cleaning up the addon correctly)

2) The addon_id may have changed from managed-odh to rhods (I'm not sure if this is the right identifier or not, but our location in managed-tenants-bundles is now rhods rather than managed-odh, so it's a possibility).

Acceptance criteria:  1)  the OSD e2e test suite passes
