Description of problem:

After upgrade from OCP 4.8 to 4.9 , launcher fails to launch any images

Prerequisites (if any, like setup, operators/versions):

Steps to Reproduce

1) Setup a cluster with stable OCP from stage eg: 4.8.3
2) Install RHODS operator 1.1.1-41
3) Enable candidate channel for the cluster
4) Upgrade to 4.9-rc5
5) Launch jupyterhub using any ldap configured user
6) Notice the image launch fails
