Uninstall leaving behind RDS DB instances

Prerequisites (if any, like setup, operators/versions):

Setup build with v1.1.1-34 or later using stage

Steps to Reproduce

1. <steps>
   Setup a new cluster with v1.1.1-34 or later, Issue uninstall via Add-on or via CLI(we use the configmap method suggested by dev team)

Stale RDS DB instances
