Description of problem:

as discussed in RHODS-1555, the documentation about service endpoints need two changes:

1.We need to specify in the document that not all the services have a direct link, but can be accessed in other ways. Examples: OpenVINO which is accessible as Notebook image in Jupyter Hub

2. We need to specify that the learning resources and documentation are accessible from "Enabled" (via quick start links) and "Resources" tabs
