Description of problem:

I hit this issue while spawning an OpenVINO image. After I selected the desired image in JH and the spawning process ended, the actually spawned image was minimal python instead of OpenVINO. It doesn't happen always, it's intermittent, but I was able to record it (see attachments). 

I tried to reproduced it using another image but it didn't work the same, hence I'm not sure if it's something related to the particular image or not. 

A couple of times, once the JupyterLab was loaded, I got also "Error starting Kernel. invalid response: 504 Gateway Time out" (see attachments).

Prerequisites (if any, like setup, operators/versions):

Install RHODS

Install OpenVINO

Steps to Reproduce

1. Select the OpenVINO image in JH
2. wait the spawning process ends
3. check which image has been loaded, e.g., 
   import os
   os.environ

Actual results:

minimal python image actually spawned

Expected results:

selected image spawned
