Audit all RHODS application and monitoring containers to ensure that they have readiness and liveness probes defined.

For any containers that do not have liveness/readiness probes defined, create follow-on stories for each container. 

• In the RHODS operator pod, the operator container is missing both types of probes - vhire is working on this one
• In the blackbox-exporter pod, the application containers is missing both types of probes - aasthana@redhat.com is working on this
• In the Grafana pod, the auth proxy container is missing both types of probes - aasthana@redhat.com is working on this.
• In the prometheus pod, none of the containers have any probes - aasthana@redhat.com is working on this
• In the Jupyterhub pods, the HA sidecar container is missing both types of probes – lferrnan is working on this one
• In the rhods-dashboard pod, the auth proxy container is missing both types of probes aasthana@redhat.com is working on this
• The cloud resource operator is missing both types of probes - aasthana@redhat.com is working on this
• In the traefik-proxy pod, the configmap puller container is missing both types of probes - llasmith@redhat.com and mshah10 are working on this
• Running user notebook pods have no probes - To be addressed in https://issues.redhat.com/browse/RHODS-2017.  Changes are not simple and the impact of these missing probes is small enough that putting "GA" at risk is not worth it.
