Pin Anaconda image stream to a specific version

      Description of problem:

      The image stream uses the anaconda notebook image with tag "latest". It is required to pin the image to an explicit version 

      Prerequisites (if any, like setup, operators/versions):

      Steps to Reproduce

      1. Go to OpenShift console > Builds > Image Stream
      2. Open 
        "s2i-minimal-notebook-anaconda"
      3. Go to YAML tab and seek for image version

      Actual results:

      "latest" tag is used

      Expected results:

      specific version used, e.g., v0.1.1

      Reproducibility (Always/Intermittent/Only Once):

      always
