Description of problem:

As discussed in https://issues.redhat.com/browse/RHODS-1612 the link to Cluster manager console must be removed from the Application Switcher in the Sandbox.

The sandbox users will not have access to cluster management and therefore the link to Cluster manager console is useless.  

Prerequisites (if any, like setup, operators/versions):

Sandbox Openshift with RHODS installed

Steps to Reproduce

1. Go to RHODS Dashboard
2. Click on the Switcher icon in the top nav bar

Actual results:

The switcher contains two links: one redirects to OpenShift console and the other to Cluster manager console

Expected results:

The switcher contains only the link to OpenShift console
