Description of problem:

All the Notebook Images in RHODS include the Git Plugin by default. 

However, when adding OpenVino to the cluster, that notebook image does not seem to include the Git Plugin. 

Prerequisites (if any, like setup, operators/versions):

Steps to Reproduce

1. Install OpenVino
2. Spawn a notebook using its image
3. Notice that there is no git plugin 

Actual results:

Git plugin is absent

Expected results:

Git plugin is present 

Reproducibility (Always/Intermittent/Only Once):

Always

Build Details:

• RHODS - 1.1.1
• OpenVino 0.2.0

Pip List for OpenVino:

Pip List for Standard Data Science:

sds_image_pip_list.txt

You can see that the Standard Data Science image has the pip package "jupyterlab-git" whereas the other one does not.
