As a RHODS admin, I need to enable users to log in to RHODS so they can start using the service.

The assumption is that OpenShift will manage user authentication. OpenShift may utilize SSO via credentials from a customer's IDP. This story is to investigate how another service, RHOAM, manages authentication so we can follow similar patterns where appropriate.
