Description of problem:

The spawner UI shows a list of notebook images. If they are not ready (still building) then are not selectable. When the build completes, the notebook image is still not selectable.

Prerequisites (if any, like setup, operators/versions):

Steps to Reproduce

1. Open the spawner UI as builds are running
2. Notice the notebook image is not selectable and a message is shown that they will become available as they complete.
3. Wait for the builds to complete

Actual results:

The notebook images are still not selectable

Expected results:

The notebook image is selectable when its build completes
