Description of problem:

Compared to RHODS 1.0.17, Notebooks seem to take longer to spawn. 

Prerequisites (if any, like setup, operators/versions):

Steps to Reproduce

1. log on to the pilot cluster
2. Choose the image for Standard data science 
3. Choose "small"
4. Click "start" and start the timer.

Actual results:

It takes anywhere between 50 seconds and 1minute 26 seconds for the notebook to be spawned. 

Expected results:

Less than 20 seconds would be nice. 

Reproducibility (Always/Intermittent/Only Once):

Always. 

I tried multiple times and I got: 

• 1m26s
• 1m23s
• 1m13s
• 0m49s
• 1m18s
