Description of problem:

The rhods dashboard show notification messaged to the logged in user if there are builds in running status. The notification system is not currently watching at the OpenVino notebook image, hence when this image is building, the user doesn't receive notifications in the RHODS Dashboard.

Prerequisites (if any, like setup, operators/versions):

RHODS installed

OpenVINO operator installed

Steps to Reproduce

1. Go to OpenShift Dedicated > Operators > Installed Operators > OpenVINO toolkit (ns: redhat-ods-applications) > Notebook
2. Click on "Create notebook"
3. Fill the mandatory fields
4. click on "Create" button
5. Go to Builds section 
6. Check if the open vino images is building
7. Go to RHODS Dashboard
8. Check that no notification message are displayed

Actual results:

user is not notified that there are some notebook images building

Expected results:

Notification messages saying "notebook images are building" appearing in RHODS Dashboard

Additional info:

The reason may be that the OpenVino image doesn't have the label opendatahub.io/build_type=notebook_image'.
