Pls add the following ability to RHOSI_Manage.

1. In the command line, provide one or more list of yaml files for the skip list.
2. Each yaml file should contain a TestCase Id, Reason for skip, Date on which the entry has been added into the yaml, version of the software for which the test is being skipped.
3. When RHOSi publishes the email with the results of the automated tests, it should provide the list of details from the skip_files.
