Description of problem:

Right now we are using ose-leader-elector-rhel8:v4.7 as the base image for the sidecar leader election for Jupyterhub. The problem is that this image it's not supposed to be used, as it was shipped by accident, as leader election was deprecated on OCP 4.5.

This image cause the following error:
