Description of problem:
In the spawner page the tooltip text for the Tensorflow image is wrong for multiple libraries
Prerequisites (if any, like setup, operators/versions):
RHODS 1.1.1-21 on OSD
Steps to Reproduce
- Install RHODS
- Visit JH Spawner
- Click on the `?` tooltip next to the Tensorflow image name
- Spawn the image to confirm library versions
