Description of problem:

When upgrading to version 1.1.1-21 of RHODS, a new deployment called "rhods-dashboard" is created. This was/is intended to replace the "odh-dashboard" deployment, however after the deployment the old "odh-dashboard" deployment/pods are still there.

Prerequisites (if any, like setup, operators/versions):

Steps to Reproduce

1. Deploy a version of rhods < 1.1.1-21
2. Upgrade to 1.1.1-21

Actual results:

Both the odh-dashboard and rhods-dashboard deployments are running

Expected results:

The odh-dashboard deployment should be deleted.
