      RHODS will have a metered billing model based on time usage of notebook servers and vCPUs (i.e. $x / vCPU / hr). With this model, customers need to be able to access current usage per period, current cost per period, statements of usage & costs from previous periods. This is somewhat analogous to being able to see usage data & plans for cell phone service. The assumption is a monthly billing period.

      Requirements:

      1. The system must enable internal Red Hat users and customer users to access their current billing rate plan - i.e. price per hour for notebook server run time. Question: Will this be the same for all customers or could there be discounting?

                 Note: the rate plan will be accessible in RHM, so no reqs needed here.

      1. The system must enable both internal Red Hat users and customer users to view real-time metrics for total notebook usage across all pods in cluster and at the account level (in CPU-hours - no rounding) for the current billing period (eg. total time for current billing period). 
      2. The system must enable both internal Red Hat and customer users to view statements from past billing periods with an itemization of usage, rate, and total cost.
