Problem Statement:

ODH needs to be compliant with specific regulatory certifications and standards so it can be adopted by specific customers (eg. government, financial services, healthcare) that require these certifications.

Goals:

We want to be able to claim that RHODS is FIPS compliant so we remove this as purchase barrier for opportunities with organizations (eg. public sector) that require FIPS compliance.

Requirements:

1. P0: RHODS must be FIPS (Federal Information Processing Standards) compliant.
2. P1: ODH must be FIPS compliant.
