Module Title: Launching JupyterHub and Starting a Notebook Server

Description of problem:
The first time a user launches JupyterHub and starts a notebook server, they need to click on Allow selected permissions to authorize access to your GitHub account by the service account jupyterhub-hub - if GitHub is your identity provider.
Prerequisites (if any, like setup, operators/versions):
Steps to Reproduce
- Locate the JupyterHub card on the Enabled applications page.
- Click Launch.
- If prompted, select your identity provider.
- Enter your credentials and click Log in (or equivalent for your identity provider).
- Start a notebook server.
This is not required if you have previously launched JupyterHub.
- Select the Notebook image to use for your server.
- Select the Container size for your server.
- Optional: Select the Number of GPUs (Graphics Processing Units) for your server.
- Optional: Select and specify values for any new Environment variables.
- Click Start server.
The Starting server progress indicator appears.
Actual results:
A authorize access page is displayed and user needs to click on Allow selected permissions in order to continue launching their server. This only happens the first time they launch their server. Current documentation doesn't mention this message.
Expected results:
Tell the user what they need to do when they encounter the message.
