As ISV partners continue to enhance their offerings via as part of their CI/CD process, we want to provide an OSD environment for partners to easily test their services on OpenShift. This can help remove a potential barrier to get partners on board with the MODH offering. 

Requirements:

1. Red Hat must provide an OSD environment that can be available for all ISV partners participating in the MODH program.
