Module title: Deleting inactive notebook services

Description of problem:
I am unable to delete an old notebook server - there is no delete option. This happens whether I am part of the cluster-admins or dedicated-admins group.
When the documentation says the notebook server needs to be inactive, does that mean it needs to be stopped?
Also, the documentation says you need to be part of the dedicated-admin group to delete a notebook server, but you only have to be part of the rhods-admin group.
Prerequisites (if any, like setup, operators/versions):
Steps to Reproduce
- In the JupyterHub interface, click the Admin tab
- Locate the unresponsive or unused notebook server in the list
- Click the delete button
Actual results:
There is no delete button
Expected results:
There should be a delete button. The button is actually called 'delete user' so the documentation just needs to be updated to reflect that.
