Document common errors presented while spawning a Jupyter server

      Jupyter Spawner present raw OpenShift events when spawning the notebook server. This is confusing for user unfamiliar with OpenShift. We'd like to capture common errors  occuring during the notebook server spawning and provide a documentation for what they mean and how to resolve them.

       

      1. Gather common errors - low resources, no GPUs available, image pull errors etc. - probably discuss with the Pilot teams and QE about what they saw
      2. Come up with an explanation for each error
      3. Come up with a recommendation for mitigation of the error

       

      The resulting document should be part of RHODS documentation
