Description of problem:

The CUDA Jupyter image doesn't come with cuda drivers or nvcc installed.

Prerequisites (if any, like setup, operators/versions):

OCP 4.7.19 on PSI, RHODS 1.0.16

Steps to Reproduce

1. Install RHODS
2. Wait for CUDA builds in OCP
3. Spawn the minimal CUDA image in JupyterHub
4. Try to verify the nvcc version or cuda driver version

Actual results:

nvcc and cuda are not installed

Expected results:

nvcc and cuda both installed
