Description of problem:

The JSP Spawner UI should auto select the notebook based on:

1. Previous selection
2. Set default notebook image
3. Image tag with field `default` set to true

Currently, the default field is not used to determine the selection when neither of the first 2 conditions are not set.

Steps to Reproduce

1. Run the spawner UI with no previous or default image set

Actual results:

The first notebook is pre-selected

Expected results:

The notebook with a tag set as the default is selected
