Description of problem: After creating the DSCI and DSC, manually deleting the Service Mesh Control Plane does not result in the SMCP being re-created though seem that it should (there is no spec on expected behavior according to Wen)

Prerequisites (if any, like setup, operators/versions):

      Install operators

      • Serverless
      • Service Mesh
      • RHODS 2.5

      Steps to Reproduce

      1. Create DSCI, with Service Mesh Enabled
      2. Create DSC, with KServer Enabled
      3. Verify that namespace istio-system contains the Service Mesh Control Plane (CR)
      4. Manually Delete the Service Mesh Control Plane in namespace istio-system
      5. Verify if the RHODS operator re-creates the SMCP

Actual results: SMCP is not re-created, after manually deleting

Expected results: SMCP should be re-created

      Reproducibility (Always/Intermittent/Only Once): always

      Build Details: RHODS 2.5 RC2

Workaround: It is possible to delete the DSCI, and then create a new DSCI which will create the SMCP. Though not clear at all what overall impact is to the system.
