We want to create separate job for the cluster creation. This job can be started individually or by appropriate testing job (if new cluster should be created).

Motivation for this is to separate history/results and executions - in case of the cluster provision error, it's in a separate job. Also, if someone wants to create just a cluster and don't run the tests, this job can be used not to pollute history and executions of the regular test jobs.
