      Implement automated Hibernation and Resume functionality to:

      1. Hibernate all OSD and ROSA classic clusters to hibernate over weekend and resume them back on MOnday
      2. Track inactive hours of OSD and ROSA Classic Cluster on daily basis and automatically hibernate and resume the clusters in the inacive hours
