Description of problem:

There is a small pop-up box in JupyterLab IDE with the new version of Jupyter in 2023b images, see:

I don't think we should show this to our customers since we don't expect them to update JupyterLab environment on our images and. It also appears with the notebook re-spawn, so it may be a bit annoying to a customer.

This pop-up wasn't present in 2023a.

1. Install RHODS 2.4
2. Spawn a JupyterLab notebook (e.g. Standard data science) and see the pop-up box in right bottom corner
