Most of the tests from ods_ci/tests/Tests/400_ods_dashboard/415ods_dashboard_projects/415_ods_dashboard_projects.robot are dependent on each other to avoid spending much time in re-creating and deleting projects and workbenches.

However, we need to move some of the tests to Smoke suite and leave the rest in sanity. This is making things less flexible for maintanance of the tags and quality gates. 

WHAT TO DO: add a certain level of independence of the test cases trying to reduce at the minimum the additional runtime.
