We should have a specific parameter when using Jenkins to create cluster, and define a hibernation timeout for that cluster.
It's per cluster, and set by the QE owner of that cluster.
A use case example:
QE from USA wants to test cluster on Friday --> They start the smoke job with hibernation timeout = 8 hours.
Now they don't need to remember to hibernate it on EOD.
This is a feature in Hive that works for GCP and AWS. We can also modify the timeout when rerunning the job.
