FUTURE GA: IT ops functions

While Data Science users are the primary users for RHODS, some use cases will require assistance from IT ops users. This epic intends to capture some key functions needed to support IT ops users.

Requirements:

1. The system must support the ability to add more resources (CPU, memory) to a notebook server environment if needed. 
2. The system must support the ability to increase the size of a persistent volume (PV) for a user's notebook server environment.

Use Case:

1. Data Science performs a task such as training a model in a Jupyter notebook and gets an error message related to insufficient resources. The IT ops user needs to be able to add more resources to enable the Data Science user to complete the operation.
