Description of problem:

There is no RHODS documentation counterpart to https://github.com/opendatahub-io/odh-dashboard/blob/main/docs/dashboard_config.md . 

(or at least, I was unable to locate it)

There is a lot of important information there that allows you to customize RHODS in a way that is not do-able anywhere else. 

Because it's not documented, it could imply that it's not supported. 

We need to make this information available as part of the RHODS documentation.
