Display an error banner on every page of RHOAI that says "Notebook images will not work, because you're missing the incluster registry.

      Until we can remove the dependency on in-cluster-registry (RHOAISTRAT-64), can we at least detect its absence and then display an error banner on every page of RHOAI that says "Notebook images will not work, because you're missing the incluster registry. Ask your cluster admin to deploy it". ?
