Unable to Edit Workbench when in Error State

      How to Reproduce:

      • Start a workbench that is not schedulable due to the notebook being larger than the available nodes.
      • If you hover next to "starting an event will show the container size while attempting to start the workbench that the size is too large
      • The "..." will not allow you to select edit workbench, and the notebook will not allow you to stop.
      • After several seconds, a warning icon appears next to "Starting".  The notebook can now be stopped and then the edit button will be available.

      Work Around:

      Stop the notebook, then edit the notebook, then restart the notebook.

      Suggestion:

      I'm not sure why the workbench is not editable while the pod is starting.  I don't believe there is a technical driver for this from the Notebook controller side as I can edit the Notebook object at any time.
