Support bool var for switching recommend label on or off

Currently, in RHOAI, imagestream supports adding annotation:

opendatahub.io/workbench-image-recommended: 'true'

based on this information RHOAI Dashboard, includes a recommended label to the dashboard view.
Unfortanetly, the value false is not being supported for turning off the label, only option is to remove the label and that is getting overrided by operator.

Request is to add support for value of bool var to turn off the recommended label.
