Scenario : When tried to create Raycluster without specifying 'EnableIngress` field

Steps to Reproduce:

1. Launch Juptyer notebook via rhods-dashboard
2. Clone codeflare-sdk and installs codeflare-sdk=v0.16.0
3. Go to any guided-demos under demo-notebooks and generate the yaml for raycluter
4. Remove the 'enableIngress' field from the yaml and save it
5. Run 'cluster.up'

Actual : it shows error message as Forbidden: RayCluster 'test-sh-ingress' has 'enableIngress' set to 'True' or is unset.

Expected : It should create Raycluster resource
